Background on City of Rockingham

In 2017 and 2018, Ansell Strategic was selected by the City of Rockingham (the City) through an open tendering process to assist with the divestment of two aged care assets (located on 30 Ray Street, Rockingham WA), and the long term lease of the two parcels of land upon which the assets were situated.

Unique to this divestment was its non-financially driven assessment criteria.  Rather, a successful proponent would be selected on their capability and vision to redevelop the sites

Our Approach

Planning and executing an open tender process.

In accordance with the City’s protocols, the divestment process was undertaken via open tender and managed by Ansell Strategic in consultation with the City’s Executive and Management teams. 

Ansell Strategic and the City collaborated to develop the set of qualitative assessment criteria to select the preferred proponent. Following the release of a public Information Memorandum, suitably qualified organisations were invited to submit a non-binding Expression of Interest (EOI) that detailed their redevelopment visions and proposals.

The Result

Enabling the City to continue to deliver on its mission to service their elderly and disadvantaged communities.

The submissions were rigorously evaluated against the established assessment criteria. The not-for-profit, WA-based, and Approved Provider Baptistcare was selected as the successful organisation.

Since the tendering process, Baptistcare has been underway with redevelopment plans for the site. Their innovative vision entails redeveloping the two sites into holistic care and community precincts . These would offer a range of affordable, purpose-built accommodation options to facilitate ageing in place with dignity and independence.
